I think it's mostly because french used to be the international language before english took that place, back when France was THE country of culture, in the 18th ans 9th century, Learning french was fashionable and a sign of good education. Nowadays... well, let's say it's become an old habit that hasn't totally worn off )

French is a language spoken by millions of people around the world (Canada, West Indies, Africa...)
Moreover it is very precise. There are many synonyms with very slight differences that is why it used to be the language of diplomacy (before English).
It is also the language of many intellectuals who influenced the world throughout centuries in arts, literature, philosophy, ...
Last but not least, France is a military power and belongs to the G8, the most industrialized countries in the world, which means it is a powerful country. (These are the positive aspects, I will not talk of the negative ones here...)
